Notice of the Application for the 2014 College Board-Hanban Chinese Guest Teacher Program
In order to further support Chinese teaching at both elementary and secondary schools in the US, at the request of the American College Board, the Minnesota Department of Education, the Confucius Institute at Western Kentucky University and other related institutes, the Confucius Institute Headquarters plans to select and send to the US some volunteer Chinese language teachers. The specific procedure is as follows:
I Application
1. Eligible Applicants
To be an eligible applicant, you need to be an in-service teacher, returned volunteer or postgraduate student with 3 years (or above) of full-time language teaching experience.
2. Qualifications requirements
(1) You must have good political qualities and professional competence and be patriotic. With the spirit of devotion, discipline and team-work, you must volunteer to be an international Chinese language promoter. Anyone with misconduct or a criminal record would be unqualified.
(2)You must be healthy both physically and mentally and adapt easily to changes.
(3) You must have a Bachelor¡¯s Degree (or above) in Education, TCFL (Teaching Chinese as a Foreign Language), Chinese Language and Literature, Foreign Languages or other related majors.
(4) You must have the Putonghua Proficiency Test Certificate (Level-2A at the least) and a CET-6 (score¡İ425) or equivalent English level. A good command of spoken and written English is also required.
(5) Please refer to 2014 College Board-Hanban Chinese Guest Teacher Program (See Appendix 1) for other requirements.
3. Application Materials
(1) A fulfilled College Board-Hanban Chinese Guest Teacher Program Application Form (in Chinese and English) (See Appendix 2). In the School¡¯s Opinion column, there must be the opinions and signature of your school¡¯s president in charge, and as well as the official school stamp. For unemployed returned volunteers, this column can be left blank after the examination of local related provincial department;
(2) A recommendation letter in Chinese (no less than 600 characters) signed by the school officials in charge;
(3) A routine physical examination report of a 3-A hospital;
(4) A copy of ID card, passport and driver¡¯s license (if applicable);
(5) A copy of graduation certificate and degree certificate (both Bachelor¡¯s and Master¡¯s);
(6) A copy of the Transcript of Academic Records (both as an undergraduate and post-graduate);
(7) English versions of the Transcripts of Academic Records (both undergraduate and post-graduate transcripts);
(8) A copy of the Qualification Certificate for Teachers;
(9) A copy of the Putonghua Proficiency Test Certificate;
(10) A copy of the English proficiency certificate;
(11) A certificate from your school certifying you will have had at least 3 years (3 years included) of full-time language teaching experience by June 2014;
(12) Other relevant materials such as copies of qualification certificates, award certificates and so forth;
(13) The Volunteer Chinese Language Teacher Examination Form. (It is automatically generated by the application system http://zhiyuanzhe.chinese.cn and can be downloaded.)
All the above-mentioned materials need to be printed/copied on A4 papers, and stamped with official seals (at the school level) of the recommendation school.
4. Application Procedure
(1) All the applicants must login to http://zhiyuanzhe.chinese.cn from November 20 to December 25 to finish the on-line application. The College Board-Hanban Chinese Guest Teacher Program Application Form (in Chinese and English) should be uploaded as an attachment.
(2) All the universities administrated by the Education Department (Education Commission) of the province, autonomous region and municipality or directly by the Ministry of Education must login to the administration system (http://zyzadmin.chinese.cn) and check the information of recommended candidates to ensure they meet all the requirements of application and position. The Volunteer Candidate Information Form (automatically generated by the system) must be sent to Hanban (one in print with stamps and the other in electronic format) along with the materials above (the E-mail address is zhouzhichang@hanban.org). Materials of provincial universities must be submitted through the Education Department (Education Commission) of their province, autonomous region and municipality. Late submissions will not be considered.
II Preliminary Selection
Hanban will organize an expert team to check on the application materials and single out the qualified applicants, who shall attend the ensuing interview. Only shortlisted candidates will be notified.
III Interview
Hanhan is scheduled to invite some Chinese experts and American representatives to conduct two rounds of interviews in January and March 2014 respectively (See further notice for specific arrangements). All candidates should be responsible for their own transportation and accommodation expenses for the interviews.
IV Training
The training is expected to start in May 2014 and last around 6 weeks. An examination will be held after the training. Please see further notice for specific arrangements.
V Final Placement
The ultimate list of guest teachers will be decided upon according to the final number of the positions, the overall performance during the training and the score of the examination. The Confucius Institute programs are in need of 10 teachers, and the College Board and Minnesota Department of Education programs 150 teachers.
VI Departure and Benefits
1. Departure Time
The departure time is scheduled to be in mid-to-late July 2014 and the tenure 1 year (which can be extended at the request of the US side with the approval of the teacher¡¯s original unit and Hanban if necessary).
2. Benefits
College Board Programs: Hanban will provide the guest teachers with a round-trip air ticket between China and the U.S., life and accident insurance, a one-time settling-in stipend, relocation allowances and living perks of 1,000 dollars per month; the US host schools will provide partial salary and health insurance. The compensation package is commensurate with that of a U.S. teacher with similar education responsibilities who is teaching full time at the same institution. Transportation and accommodation fees are not covered.
Confucius Institute Programs and Minnesota Department of Education programs: Hanban will provide the guest teachers with a round-trip air ticket between China and the U.S., life and accident insurance, a one-time settling-in stipend, relocation allowances and living perks of 1,000 dollars per month; the US host schools will provide accommodation and traffic accident insurance and health insurance during the time of work.
VII Rules and Regulations
1. According to Regulations on the Work of Volunteer Chinese Language Teachers, the original units of the in-service teachers should reserve their positions, base salaries and calculate consecutively their service years. All the units should make for the volunteers encouraging measures according to the school¡¯s specific conditions and the related national policies. Before departure, volunteers need to consult with their original unit on issues such as stipends, subsidies, health insurance, endowment insurance, housing accumulation funds and so forth. Hanban is exempt from the job of coordination, but can provide relevant certifications.
2. Any volunteer who attends the training and is eventually selected to be a guest teacher must not quit without permission. Otherwise, he/she will be held responsible for the repayment of the training fees and permanently disqualified from being a volunteer Chinese language teacher.
